Does it fit? Can you use a rebuild kit for 93-95 FD on a 91 Turbo 2 engine?

most internal parts yes, if its a master kit then the most expensive parts will not, ie turbo gaskets. plenty of items also won't like oil pan gasket, front cover gasket, water pump gasket, thermostat gasket, etc, etc, etc.

completely different engine once you get outside the innards.
