FD doesn't run at 2500 RPM

93 FD with a JDM motor/computer. It had downpipe, hi flow cat and exhaust put on about a year and a half ago, when the rats nest was replumbed. It has always run strong for a basically stock twin turbo. about 3 months ago I took it to a friend to replace the airbag computer, and find a corroded wire connector keeping the ABS from working and do some other maintenance. Since I got it back it runs fine in first and second, but sometimes only revs to 5000 in third and always will not run at 2500 rpm in 4th and 5th. For those situations it is a hard cut, regardless of throttle position, as if the ignition key has been turned off.if the car is downshifted revved up and then put in forth or fifth, it runs fine above 2600 rpm, runs great with part throttle or full throttle. In 4th or 5th, if the revs are allowed to drop below 2600 the engine will not run until it hits 2500.

PS, he tried putting in additional grounding, TIA for any suggestions and if anyone knows a good rotary shop / enthusiast near Raleigh that would be willing to work on it, I'd appreciate the lead
