The electrical short will have nothing to do with the starter. If the starter is running slow then it is more than likley that the battery is bad. You can however reverse the polarity on a battery without blowing it up and that c an cause alot of problems with it running obveously. I know. My friend and I accidentally jumped and charged the battery in his 68 Firebird the wrongway.. In the end we took it to our local electrical shop and they put it on some sort of tester and it showed that the batterys polarity had been reversed. They couldn't see how we did it but we did it. Had to get a new battery. Thats what I would suggest. ECU are very easy to fry out and there is a high posibility that it will have to be replaced. There are a few voltage regulators in the dash are and they could be burned so you may want to replace then. They are fairly cheap. Don't know where they are in a Mazda but I would assume they are like most cars.

If the injectors are not firing, you have to check if they get 12V (All the time) on their positive side from the main relay.
if they don't, then you probably blew a fuse or something stupid like that

if they do, then you have to look if the injectors are getting a pulsed signal at their negative side (the one that connects to the ECU) ..
if you don't get the pulsed signal, then the injectors will not work and this means the ECU is fried.

For more details,
check out wiring diagram in FSM at www.fc3s.org under how-to->manual

You can get ECU for about $25 on ebay or on this very forum.
