bolt torque force

hi guys,
i have a question about the specifieded bolts torque at the FSm.

this torque is for completely "dry" bolt without any oils or rust preventers?
i am asking this because the friction differs a lot if there is a lubricant on the threads.
many bolts has oil . sould i clean them with thiner?
what if i want to spray a rust preventer?some bolts at the suspension i think need some . what do you suggest?

yes it is a stupid question.
i am not a mechanik but i try to folow the fsm suggestions and i stumble on this.

so what is the suitable torque?
thanks

hi,
i just torqued the dif bearing brases at 115nm without cleaning completely the oil and the fsm cals for 100-115nm.
do you think it is a problem? i have still the dif cover off. do you suggest to remove the bolts, clean the holes and bolt thread and retighten dry?
i am not a mechanic but from my experience in physics i think the diference it the result bolt force will be significant betewwn both cases but is it posible to clean completely all the bolts?how? wash with solvent?
also there is the oposite problem , many bolts around the chasis having a film of rust. so when i tighten i am resulting in smaller force.

thanks!!!
