12A carb fuel inbalance

Alright, I just got an 85 with a 12A (1st Gen), and the Carb secondaries would completely fill up with gas when I tried to start it, so I rebuilt the carb. After I got it all together, I put a couple cc's 2 cycle oil in the spark plug holes to be safe and got it to start. I turned down the idle speed adjuster until it won't idle any lower, but it bottoms out at around 1200. After 5 or 10 minutes it the idle climbs to around 1800-2200, and starts sputtering. I see down the primaries that the fuel coming out of the venturis is far greater going to the Fore rotor. The top venturi is just spitting fuel into the Aft rotor. I thought I might have low vacuum on the Aft rotor, but compression is pretty similar between the two. I also used compressed air and bright lights to make sure nothing was obstructing any bowl vents or passages. I made sure there is nothing blocking the inlet tubes, either. I am also 99% certain that that weird second throttle plate below the throttle body isn't closing. In fact, its disconnected and plugged off.

What do I got?
