Is the rotary motor known to load up with fuel? I find when tuning, especially with accel enrichment when blipping throttle, that unless I drive the car under load, do a WOT run, etc,,, I get excess un-burned fuel in the combustion chamber?

for example, I will play with settings in my driveway, some may be rich, adjust it leaner, etc, get it working good, take it for a drive, around my housing area, under light load and throttle its fine until I get it under high load/higher rpm's on the highway, then all of a sudden, all of my settings are lean.

Is it common? I am thinking that I am getting some un-burned fuel pooling around the plugs, or wetting the rotor, or sitting around the side seals that doesn't get burned under light load. I know its common on 2 strokes, where fuel will pool in the bottom crankcase, and you need to rev it up under load to suck it out.

This is not supposed to happen. Not burnt fuel in the combustion chamber means engine is flooded- car won't even start in this case until it is deflooded. One of the symptoms of running too rich during idle is a fluctuating RPM needle. Also is your accel fuel enrichment set up based on throttle position change? And at what percent does it kick off?
If both primary and secondary injectors work during both vacuum and boost sections of the map, it'd be very hard to find a good balance between these sections. It's best that secondaries kick in during boost only so that you can calibrate boost section separately by not affecting the vacuum/cruising section.
