Why can't I add any pictures when in Private Message?

The "Paper clip" icon is missing.

Sorry, this isn't a function we include, nor have any plans to add. There's just too much potential for abuse. What you can do is link to externally hosted images in your PMs by using the [img] VBB code tags.
