So, a little back story...
Found an RX7 on Craigslist, Non-oped, passed its last smog... however, with the AFM disconnected it would continue to run with a pulsing Idle. So i bought it, and towed it home.
Well I removed the intake manifold and the fun began.
replaced all the hoses, with silicone
got rid of all the RTV
replaced the check valves
Replaced the gaskets
cleaned the Injectors
Rebuilt the OMP lines
Cleaned and repaired the VDI
Cleaned and repaired the 5th and 6th Port actuators.
Replaced TPS
Put it all back together
this fixed the pulsing idle, still wouldnt hold an idle
got rid of all the check engine codes
checked the fuel pressure, 38psi and holding
dropped 6 psi over 5 min
Ran a compression test, 90psi on the front rotor, 70 on the rear.
So, havent even got to drive it, and time to rebuild the motor.
Going to tear it all back down to the keg and rebuild it.

So, the question is this

Goopy, Atkins, OEM seals? is there another?
Looking at a rebuild and a small street port.
I want to keep it smogable.

I don't know about Cali rules but I rebuilt mine with atkins kit and had them port my irons. so from my experience I really like atkins, they are helpful and the price is not too bad.

most i could get away with is a mild street port, and still smog.

If you want to make some more power easily get turbo exhaust sleeves for the housing, or cut the diffuser wings out of yours. If you dont run some big dumb exhaust it shouldnt be that much louder. Doesnt change port timing, so emissions and driveability doesn't change, but it increases flow.

Motor is out, and disassembled, had 3 piece seals, and the front iron appears to be just slighty damaged, long weekend, pictures to follow.
