Aquamist, tank and pump heigh help!!!

I believed i have the 2s system, to make it short. I have Dave at KDR Performance installed the kit and tuned it. Well he said that it works fine, but i just wanted to get this clear and haven't been able to find an answer after searching.

Well he hooked up the tank and the pump in the trunk like i asked him to, but the tank and the pump is at the same level and i can see the the fluid is not fully fill all the way to the pump. So what i'm saying is that the line from the tank to the pump, i can see fluid in there but it stop short of the pump.
So is this ok or do i have to raise the tank to have to gravity effect so that it would fill the line completely all the way to the pump???

not sure what pump your using but from what I've read and from exerience the best thing to do is have the pump located under the tank because those water pumps are very bad at sucking water. The instructions for my coolingmist kit said the pump needed to be under the tank. I've got it mounted under the tank now and I haven't had a problem.
