Well I've done all the checks on my fuel system per the service manual. I'm getting 80 psi (71-106 is in spec) for my max pressure test and I'm getting 38 psi on my fuel line test (36-38 is in spec) but the fuel pressure bleeds of right away?
When I prime the system as per the FSM it does the same thing the fuel pressure drops to 0 psi immediately , I checked for leaks at the fuel rail and I'm not getting any leaks.

The tests were done as per the FSM using the diagnostic ports grounding the f/p pin with the gnd pin.

Would this be due to a bad pressure regulator?
I clamped the return line and the car still would not start so I would assume the regulator is good.

It could be a stuck injector, what other problems are you having?

Other problem I'm having is no spark . The CAS are good my original CAS read 1.15 and 1.12 ohms and I bought another set which read 1.19 and 1.17 ohms which is well within spec according to the FSM.

Now when the car 1st decided it wasn't going to start I had fuel and spark now after replacing parts and trying to figure it out I've lost spark and fuel.

The car went from running fine to the next day it would not go WOT it would start bucking and back firing and the next day just would not start.
So I changed the TPS and the plugs and plug wires and I still had fuel and spark,

But the car would still not start, I've checked all my grounds, fuses, relays, the speedo needle bounces so I know the injectors are getting a signal and I've spent hours searching this site but to no avail. and I did a compression check and it's still good, the engine has about 2200 miles on the fresh rebuild.

at this point I pretty much want to just drop a match on the front seat and walk away.

I'm thinking a stuck fuel injector is leaking out all your fuel pressure and flooding the engine. The spark thing I'm not really sure, have you tried new plugs when you spark tested it?

The engine is not flooded, when I did my compression test and pulled the plugs they were clean, no fuel on the plugs they still looked brand new and no fuel smell coming from the engine bay when trying to start.
That is when I checked for spark again and found out that I now have no spark and no fuel?
