if its not the throttle cable its probably the idle control screw.

where is the screw

i thougt it was somthing to do with the ecu. Mine did that for a while would rev to like 4 grand right off the bat and then I'd blip the throttle and it'd settle down at aroun 900rpms. Then it just stopped doing it all together. That was on the stock ecu though.

the cable is not tight its loose and it looks to work fine when the car is off, and i push in the gas pedal so its got to be somtihng sticking or somthing

Check your cruise cable (if you have cruise). I've leaned on my cruise unit, checking the plug wires, and caused the cable to pull and jamb. Started the car and did exactly what yours does.

I haven't experience revving all the way to redline, but when my TPS was off it went to 4k and would stay there;

You might wanna check where the throttle cable connects to the thing that opens the butterflys inside the throttlebody. Mine was getting stuck open and it reved all the way to redline. Make sure your two things are going all the way down.

throttle body gummed up, sticking? try servicing it.
