What is the purpose of the tiny lightbulbs located at the bottom of each headlamp in the Rotary Extreme Sleek Headlight kit?

If the RE headlight kits uses the E-Code Hella 90mm light modules, they are likely 'city lights'.

In Europe, many cities have ordnances that prohibit headlights to be on within city limits at night to reduce light pollution. The cities are well lit enough that there only needs to be a low wattage light at front to show the front end of a car, headlights do not need to be on to navigate.

I don't remember driving around Germany without headlights either, go figure. :D
