That controls the wastegate flap.

I'm having boost problems... and I grabbed it with pliers and tried to move it one way or the other and it wouldn't move... should I be able to move it like that?

Some people say you should and others say you shouldn't be able to. I personally have never been able to move it more than about 1/4" while they are on the car. If they're off however then that's completely different and you should be able to pull it out.

I can't move it at all.. the rod starts to flex also... it's really stuck

Try to move the area where the rod connects to the exhaust manifold. In other words the place where the rod is connected by that E-clip. I know mine were hard as hell to move. I thought they were frozen at first.

If the wastegate actuator arm is stuck closed (normal position) then you'd be overboosting like crazy, over 18psi easy. Do you know the position of the waste gate arm that you believe is stuck? If you remove the small c-clip at the end of the rod where it conects to the waste gate arm, you should be able to see what position its at. All the way closed = max boost. All the way open = no boost (little). In the middle = then you probably are right, it is stuck.
