sorry, dont know who makes the sideskirts, but i know for sure it is not C-West.

Not sure who makes it, but the front fenders look like a very subtle widebody kit, based on the reflections in the paint. Can also tell by the fender line where it meets the sideskirts. Looks like you would have to get the whole kit...
