A 3000 RPM hesitation is an often-experienced issue with these cars, but I don't think anyone has found a guaranteed solution for it while running the stock ECU (or chipped, or piggy-back). I tried grounding and other things that have been suggested over the years and it never went away. Then I installed a PowerFC and the car never did the 3000 RPM hesitation again. If it really irks you, the PowerFC or another stand-alone engine management solution seems to be a sure bet to fix the problem.
