Twin Setup problem

When my car temps are below 75c my primary turbo is hitting .4 and my secondary does not kick in. If the temp are above 75-80 the primary turbo produces .7-.6-.8
Do you guys have an idea what's going on?

I dont know but 75 C is still cold...I dont even try to get on boost till I am atleast 81C
