Turbo Timer Question

One thing I want to know, does the Turbo Timer can be powered ON at anytime even if there's no key in the ignition ?

Does the Turbo Timer needs constant 12V like directly connected to the battery or just 12V from the ignition when you put the key in ?

I think getting a 15 dollar harness will solve most of the guess work and headache.
