I have passed with a downpipe, bonez cat, exhaust, intake, pulley kit, and ecu. The mods I had when I passed like that should be more aggressive than what you're describing and hoping for.

Our '94 FD failed CA emissions in 2000 with a new Bonez HFC and downpipe replacing the stock setup. The original stock system failed by a slight amount on HC only, at 15 mph. The new Bonez setup failed hugely on HC, CO, and NOx. Many "standard" fixes such as new plugs, running with "TEN" jumpered to "GND," a hot engine, etc. did nothing; the only thing that finally worked was a new OEM cat.

Mine passed with flying colors. I had a 3" downpipe, catco high flow cat with 3" piping, and catback exhaust.
