on the oil filler neck is two nipples for vacuum hoses. i know one goes to the pcv valve then to the upper intake manifold and i believe the other went to the rat's nest to a solenoid . i am single turbo with no emissions should this be plugged ? is it making a vacuum leak? thanks in advance

Cap off the top one, and run a catch can that is vented to the bottom line or vis versa. If you do not want a vented one than you can still run it to a catch can but it needs to have a vacuum on it.

If you want to run the PCV valve than cap off the bottom nipple and run the PCV into the manifold through the top nipple.

One of those needs to be left open (ie ran to a vented catch can) or u will not have proper ventilation for your turbo return line, the turbo catridge will smoke after boosting.

Subject was covered long ago and you can search and possibly find this answer, but here it is again. The 93 runs a PCV valve on one nipple. The other was ran to the INLET to the primary turbo where a slight vacuum exists. Then the 94/95 PCV was eliminated later. Same line ran to the turbo inlet. Back then ( when knowledgable folks existed everywhere here ) it was agreed upon that when you went single turbo you then ran a vac hose ( 6mm I am thinking ) off of the top nipple over to either A) a nipple tapped into the turbo inlet venturi or B) to a small cone filter for clean air. On all three of my Fds I eliminated the PCV valve all together and ran a silicone vac hose off of the top nipple to a small cone filter that I got a Auto Zone. With this setup your crankcase has a proper vent for expansion/contraction and blowby. No prolems in 8 years.

Note- now some who track their cars do install a catch can due to oil slosh from hard cornering, as the person above mentioned. Keep this in mine. I do track my cars, but have cornered hard at times on the street, still not problems.

I'm not sure what you meant by the last post. I have a 94, it has two nipples on the oil filler neck. I have a single turbo. If i'm reading right you said one can go to either a filter or catch can, where does the other go? Just cap it or just combine them into one hose using a "Y" fitting, and put it to a catch can or filter?

Cap one off, run the other to either a catch can (if you track) or a small cone filter.
