Could Skewed Porting Caues this Conduction?

I just installed my engine and have had some problems getting it to run correctly. It is running super rich. Now I know street port engines may run a rich but this is way past this.
My engine builder just called me and the other engine he ported like mine is also running rich and he has it in his shop and can't get it right.
My question is "can you port a rotary incorrectly as so it runs rich like these two"?
I am sorry if that's a dumb question but I have to ask.
I have only about 12 inches of vacuum at idle but it will idle at about 1200 rpm. If I lower the fuel pressure to 12 psi or so it will smooth out and make 16 to 19 inches of vacuum. The fuel pressure regulator isn't leaking nor are the injectors. There are no vacuum leaks. The ignition system is strong and working correctly. The O2 sensor is new and reads above .6 volts most all the time and idles in-between .8 and .9 volt. The systems is rich smelling as well. I have driven the car and it runs well but surely I can go over 4k or boost it yet.
I am getting the feeling my engine builder may have tried something different on these two engines and I don't want to do another week of testing to find out the porting is the cause. John

What ECU are you running? If your running the stock ECU, it see's the lower vaccuum at idle and thinks there is a load bieng applied, so it starts dumping fuel. My mtor runs pig rich at Idle on the stock ECU, and if I leave it idling for too long it will foul out the plugs.
