i was looking into getting a 99 spec bumper (with plate holder)

can you modifiy the stock rebar to fit with the new 99 spec or do you need a new one??

You can use the stock rebar. Just use a dremel with a cutting bit on it and hog out the old holds for the combo lights. Its not hard, and its better than buying the 99 spec bar, and better than just cuttin off the ends of the stocker.

Now, I did answer that for you...But come on, search please!! Its not hard, and this topic has been covered time and time again.

Look in the interior/exterior section for lots of stuff on 99 spec fronts.

Yes, you can enlarge the holes for the '99 spec combo lights. BUT, you may want to use some expanding foam to help support the bumper skin as the '93-'95 rebar doesn't come close to properly supporting the '99 spec skin and it may sag after being exposed to sun and heat.

I heard if you dont use the 99 rebar it will make the bumper sag, is this true?

Yes, the bumper may sag which is why I suggested using some type of foam between the rebar and bumper skin.
