Quick ?

I just received and installed my cusco bar from a member here :)

Since the directions were in Japanese and I dont have a whole lot of knowledge in this product I just want to be sure.

Am I suppose to crank down on those two bolts that attach the bar to the flanges? I wld think they need to be tight but just wanna make sure!
