Position of Actuators
Is there any certain direction/position the precontrol and wastegate actuators should be in while the car is off?

Th internal spring pushes the rod into the unit . Under boost the rod is moved out of the unit . Does that help .

in other words, when the car is off and no pressure is applied to eh actuators, the rod is in and 'pulling' the on the gate lever, when they see pressure it 'pushes' the rod out and pushes the gate lever (opening the gate)

Grab the rod with vice grips and push, pull with all your might . The springs are 7 lbs .

put the car on stands and get under . unolug the pressure lines to the pre spool and wastegate control actuators. pinch or plug the vac. side lines on the same two actuators. apply pressure to the pressure side and the rod should start to move at around 7-8 psi. don't go to much you can damage it. unplug the line that goes to the bottom most nipple on the TCA. aplly pressure to that and watch for the rod to start moving. If all move OK your in good shape. You can use a mightyvac. tool or a coolant pressure tester adapted to work. more accurate than grabbing with vice grips because you are actually tests the operation of the actuator diaphram. good luck!!!
