Im Pretty Sure Its The Tps, But Not Sure 100%.

My 93 Fd's Throttle Gets Stuck, While Im Driving It, Say I Take It To Like 4k In 3rd Gear, Press In The Clutch, And It Gets Stuck, Between 3k And 3500rpm, And Fluctuates. Revs Up And Down, And It Doesn't Matter What Gear Im In.
Also When I Keep The Rpms Way Down Before I Stop At A Light, Like 1500 It Doesn't Do It, N E Info. Ive Looked All Over For Other Stuff, Thanx.

I would start by inspecting the throttle cable and make sure the throttle returns to closed position. Check the cruise control cable, too, if you have cruise contol.

I don't think anything can make the engine rev to 3500 with the throttle closed. It seems like it must be a mechanical problem that is keeping the throttle from closing.
