Installing midpipe question

There looks to be some type of a goo in the seals between my HF cat and DP, and HFcat and catback. What is it and do I need to go buy some and reapply it with my MP?

Sounds like RTV.

I would buy an exhaust gasket. Silicone is only good to I tihnk 600F.
