are the injectors closed when the car is off?

The reason I'm asking is because I'm replacing a broken metered oil line and the one I have to get to is right under the FPD, so i'm thinking if i keep all the fuel lines on and simply remove the lower ( primary) injector rack I could lift it up and out high enough for me to get to the metered oil line bolt underneath, but I suppose I'm gonna have fuel go phhssssssssss all over the place - it's just that I dont really want to put it all back together to release fuel pressure.

The fuel injector *should* be closed - the fuel system retains pressure in the lines long after you turn the engine off. Having said that, I would still go through the procedure for getting fuel pressure out of the line and just plan on having gasoline spill - just in case.

Yes, the injectors are closed when the car is off. HOWEVER: The rail is bolted down to the engine block, which seals the fuel system. Once you unbolt the rail, and lift the injectors up, you will release the pressure in the system. Do it right: Relieve the pressure using the method that is stated in the manual (otherwise you'll have fuel go everywhere). It's really not that difficult.
