Help with odd CRV behavior
 
My boost pattern is 10-8-5. Key off I initially tried to blow through the CRV and it was open (air passed through). I turn the key on and the Charge Control Actuator pulls in but the CRV closes and does not pass air. I turn the key off and the CRV remains closed. So, I should conclude that the vacuum storage is good, but the Charge Control Solenoid is bad or the plumbing is wrong?

You are on the right path. The default position of the crv when running is open so that secondary boost pressure is vented. The only time it should close is when commanded when the cross over happens. Engine off, the crv should be closed.....

I'm not sure if the CRV will close with engine off. I think it's fed vacuum from the vacuum tank and the solenoid at rest is feeding it vacuum.

It's worth checking to see if the pressure and vacuum tanks are holding with the car off. If not you could have a bad check valve or a leaky vacuum hose.

Thanks all. It seems that the wastegate and pre-control connectors were reversed. I just purchased the car. It didn't have either connector marked, but I swapped them and it now has full boost after 4500 RPM. The idle is much smoother too?

The issue now is that boost is spiking at the transition. Always something...

A closed CRV could cause a spike at the transition. It should remain open until the transition.

Maybe. There are no cats, so I'm guessing it's just the open exhaust.

Excellent... glad you you got it sorted. Yes, the lack of any restrictions in the exhaust will greatly contribute to your boost spike. If you get the magnaflow unit from rx7store it should help fix that
