Headlights won't go down.
 

So I was driving the car the other day when all of a sudden both of the headlights pop up. No matter what buttons I hit they wouldn't go down. Nothing happens when I hit the retractor button and when I turn the headlights on/off it just turns the bulbs on and off. It's like the car just decided that it didn't want pop up headlights anymore.

I swapped the relay in the front with another relay and that didn't solve it. I checked the retractor fuse and that's fine as well. Anyone have any ideas on how to get my stupid headlights back down? Using those tiny knobs to raise and lower the headlights is getting annoying fast.
