I'll wait for some other replies but I'm gonna have to say fuel cell fill door. That the metal part is just a flap that can be pushed in.

If I am not wrong that is the petrol filler opening. It is a one way valve and makes refuelling easier as there is no fuel flap to open. I have seen them on some superbikes. Some companies even make "fake" stickers to create the racer effect

It's called a dry break valve (that one is a double), and it makes it possible to quickly refuel the car safely.

Isn't one hole to fill and the other is to displace the air thats inside the tank.
