Fluctuating Idle, I searched and read, but I am not sure what to do; hose missing?

Hi, here's my story.

1) Car was fine, but sometimes the check engine light would come on.
2) This started to happen a bit more often as outside temperatures came up.
3) I checked the code with the shorting pins method and it returned clearly, long, short, therefore, 11.
4) I noticed that sometimes, even when the check engine light was off, the car would act a bit funny under acceleration, almost hesitate sometimes.
5) Throughout all this, idle is still absolutely perfect. Only thing I noticed, sometimes it would be pretty low, some 600 maybe or even less. Always smooth and always starting right up.
6) I changed the Thermosensor today. We put the manifold back up and I checked every hose, plug and what have you that we unplugged to make sure it was plugged back in its spot.
7) All the intake bolts were also torqued to manufacturer's specs.
8) I had purchased an aluminum AST and I decided to install that as well.
9) I started the car up, everything is fine, but at some point, when the water temp needle is close to fully warmed up, the idle starts bouncing from 1.1k to 1.3/1.4.
10) The idle never goes back down to a bit below 1K.
11) This problem is not always there, but it is intermittent; sometimes, I stop at a traffic light and it'll be fixed on 1.2/1.3; some other times, i'll stop and it'll be fluctuating. At some point, it looked like it would start if I would depress the clutch and stick first gear in!

The only non stock thing in the car are the DP and the AST.

This is all that is happening. Driving the car is absolutely fine, I don't feel hesitations, stumbles, nothing at all. Idle, however a bit high, it is still smooth. When it starts fluctuating, it almost feels like the engine is going down on revs and the ECU wants to bring it back up.

I read that there is a number of things that could be causing this. I believe that hoses are all in the right place and plugged in, I checked them before starting the car up; I am thinking that (I believe this is one of the things I read in the threads) it could be something to do with the throttle position? I did take the cable off and handled the outside part of the throttle today; could that affect it?

The second (possible) issue is this; I found out that there is a tube under the surge tank that has no hose plugged into it, here's the picture:

I don't know if this is normal, but I couldn't find anything that was flapping in mid-air that could have come out of there.

Any help would be really appreciated.
Giovanni

i think that vacuum tube is for automatics.

You may have to go through the procedure to allow you computer to relearn idle.

search relearn idle
