Flooding problems

I need some help. I just finished putting my car together and yesterday I tried starting it up for the first time in over a year. I had installed a heay street port that I rebuilt when i was in okinawa. anyway when I was cranking it over, it wasnt ignighting. I narrowed my problems down and I figured out i was flooding the car. I am currently running 850cc primarys and 1300cc secondarys with a Sard FPR and Power FC and commader. I tried the pulling the spark plugs, taking out the fuel pump relay and cranked it again to get the fuel out. but as soon and I tried it again, it was flooding again. What am I doing wrong and how do I fix it.

Did you verify you are getting spark?

Are you plugs new? Are they fouled?

get someone to push you and you sit inside the car and pop the clutch once fast enough. with the key in the on position and in 1st gear.
