Down graded my fuel system, problem

Last year I was running the stock fuel system on a 2 bar map sensor. Ran flawless.
A few months ago I put in 1600cc secondaries, an aftermarket fpr, and a 3 bar map and attempted to retune my car. After a few months of not being able to tune for good driveability, I then reinstalled my old fuel setup and 2 bar map. I reloaded my good tune, started it up and that's when my problem started. It idled at 2200rpm so I suspected a vac leak. Tightened up everything that I touched to do the fuel system. Started it up and still idled at 2200rpm, but I left it longer and it began surging, kind of like a bridge port. I loaded up a different map, still the same thing. I put my good tune on with the 3 bar map and it idled around 1500rpm, but never surged. My AFR started at 10 at idle but then read 16-19afr at 1500rpm. When I was driving it last year, it had no problem what so ever. The only thing I changed was the secondary injectors, fpr, and map sensor.
Any ideas? I assume the surging idle is a bad map sensor (weird because I never used it since last year and it was working mint) and it reads correct with key on engine off.
But the high idle and extreme lean afr at idle is odd.
I would post in the Haltech section except I think it's more 3rd gen related than aftermarket ecu.

Really does sound like a vacuum leak that's after the throttle body. Make sure the injector grommets didn't escape on you when re-installing the injectors. You can also, with the engine running, spray starting fluid around the intake manifold, the engine will rev and smooth out if it sucks in the starting fluid. Easy way to find a vacuum leak.

Could be anything - a blockoff plate not sealing right, something between two gasket surfaces, anything.

Actually, you were right on the first part. My secondary insulators were missing. Only a week wait to get them...

Installed insulators, new tps, and still same problem. You can see my injector duty cycle drop to 0 as well for some reason when its doing this.

is the TPS adjusted to spec?

It was prior, but I suppose it's something to look into again for sure.
Thanks

On a second note, the Haltech only has 3 wires. Calibration is done in the software. I did set the black tps wire to 4.3v and .4v though but I'll have to see if it made any difference tomorrow...
