Is there somewhere to find out the difference in the 99 engine and the earlier models, looking to upgrade, any reason to?

I had heard or read somewhere they had better internals. I am more concerned about reliability than HP

The actual engine is the same. There are differences in the components "around" the engine (LIM, rats nest, etc). There was a thread showing the differences from someone who ordered and one.
