Compression in a new engine

my reman has under 100 miles on it. What kind of compression is considered normal for this new of a engine?

One more part.
When watching the gage move across the rotor faces it moves up three times as described but it should have a short time where the engine is at top dead center so the needle will cycle lower crossing TDC?. Is that how things work here. I assume the engine has T.D.C.
Like Compression,Compression,Compression, lower then Compression/Compression/Compression>?
