Code checker is acting up

Hi guys

I'm having trouble with my code checker (LED type).
I ground TEN and connect +B & FEN..

The initial blink comes on but does not go out, it just keeps lighting up.

Obviously I can't check for codes this way so any suggestions will be appreciated.

Yeah I've searched :D
