did you have it retested after replacing the cat? old worn out cats also can cause high hydrocarbons as well as high CO.

is the car modded or completely stock? is the HC high at idle or at 2500?

completely stock
the hc is on high idle about 2500-3000 rpm

hmmm, well i would start by being sure all of the tune up stuff is taken care of like plugs and wires and O2 sensor. check codes and be sure the TPS is working properly and make sure there is no vacuum leaks either by visually inspecting it or using carb cleaner to isolate any leaks. lastly be sure the smog pump is operating properly, you could have a diverter valve failed or the electrical clutch on the pump may not be engaging.
