either get this, or dont step on it too much that's how you prevent boost creep or spike.

whats the difference between the pop-off and blow-off then? I thought the blow off vented extra pressure, or is that just when you are shifting or shutting off the throttle

The blow off valve helps protect your turbo from compressor surges. These surges occur when throttle is released while under turbo boost. With no place to go, the compressed air pushes back against the turbo, possibly damaging it. Blow Off Valve will react quickly to this situation and release the compressed air, giving you a reassuring, distinctive sound to let you know it's working properly.

The pop off valve is a safeguard against wastegate failure or boost creep, the pop off valve releases any boost above your desired limit and helps protects your motor from a costly rebuild.

These are two different thing working in a different way.

Keep in mind that just using bleeder valves can and most likely will slow down your boost response.

Spend the money and get an electronic boost controller like the Profec B.
