boost problem

im having a problem with my fd.
1)no boost below 5k rpms
2)doest pull hard when floored but if throttle is about half it pulls hard as hell.
3)ecu code says im having a problem with relief solenoid #2

what i need to know is is the solenoid the problem with boost, and where is the solenoid located. and what might be the reason for the throttle problem.
