Boost Pattern Problem

I was having some trouble with my turbo's a while back. I couldn't get the second turbo to come online. After checking all of the actuators and most of the solenoids I decided to go back and check the check valves for the second time. They all seemed to be fine except for a few of them were a little hard to blow through. So I replaced them and now my second turbo comes online.

The problem is that I'm still getting TOO MUCH boost. I have a boost pattern of 14-10-14. I have a #67 Holley Jet in my wastegate hose. The only modifications I have made are to put a Pettit downpipe and an Racing Beat catback (muffler). I also put on a boost gauge. Other than that my car is bone stock. I have managed to replace several of the vacuum lines with PFS vacuum hose as I have checked various things on my car. I have a 94 black PEP Rx-7 with around 38,xxx miles. If anyone has any ideas as to what might be making my boost a little bit too high, then I would appreciate it.
