Alright...

Power FC, Stock MAPS, Upgraded FP, DP, MP, CB, Ported WG, HKS SSQV BOV.

I;m getting 13 6 7 BUT... it will creep up to 13 as I get higher into the RPM scale... so if I were flooring it in 2nd at 7500 RPMS, I should be at 13PSI.

I am assuming it could be a VAC leak, and I'm about to the silicone job anyway. But, just curious if that's typical.

it is normal with those mods especially if it is cold out, i have the same amount of creep.

not normal. you should have a good 10psi of boost right after transition. that is why people refer to the boost pattern as 10-8-10.

Boost Pattern of 12-8-12 and 13-8-13 is normal with base maps on a power FC. I figured it's a backpressure issue, with all straight pipe. Even if I am crusing in 5th, and then I shift to 3rd and floor it, my 2nd turbo is maxing at 8psi. But when I gun it in 2nd, from 1st, it will hit 7 and creep to 11 or so. Any ideas? And it's not cold out, I'm in SoCal so weather is pretty nice...

to me it sounds like you have something wrong with the exhaust side of your secondary... from the way you describe the situation, it really sounds like a bad spool (its taking a long time to get up to speed) while you're in there doing the vacuum tubes, you might wanna take alot at your secondary too.

Or it could be the actuator is sticky or the vacuum check valves or solonoid valves are sticky.

Creep is possible with that open exhaust if the cat back flows well enough. Mine doesn't creep but I think my HKS Superdragger is the old restricted type (DP, MP, cat back).

You may have two issues. The first to solve is the delayed boost after transition. As above, sticky actuator or vacuum valve. Then, if you still see creep, you will have to deal with it (maybe add a resonator to increase exhaust restriction a bit).

You may not really be seeing creep, as it doesn't go over the PFC set point. 12 PSI on the base map is normal and 13 is well within accuracy of measurement.

I can say the turbos are just fine. THey were brand new when I put them in, and I only have 11k on the engine. I've seen the secondary boost just fine, but it could likely be a vacuum problem. No way to really check the turbo, unless I pulled the whole damn engine out. I might just take it to Apex again and have them fuck with it. It could be an actuator, I know the one which sits on top of the Y-Pipe is fine, i checked that one IAW the manual. As for the 2 big ass ones on the turbo assembly, I couldn't tell you, I know the actuator arms are on the studs, but if they're working to 100%, I wouldn't know.
