blinker problem/horn problem..

my friend and i just met up and pulled up with his hazards on, asked him what happen and he doesnt even know, the hazzards are just on and dont want to turn off at all, also said the horn just was going off aswell but he unpluged it or something.. so i was curious as to what i could be.
