Altitude + my FD = slow

So I recently moved from Cali at a nice elevation of about 300 ft above sea level, to about 4800 ft. Back home in Cali I was easily getting .80 - .85 of boost reading on the PFC, but now I am struggling to get .60! I know that altitude will affect the spool, and boost in general since the air is thinner, but is it normal that I can't get even close to what I was getting near sea level. I did try to close the wastegate more through the PFC, but I have read about how the stock solenoids are not very good, so I don't know how well it's working. Does anyone have some insight to what I should do?

What modifications? Intake/exhaust flow restrictions are much more of a problem at higher altitudes. What is the boost pattern?

When I lived about 6000 feet in Colorado Springs I had down pipe and high flow cat. This gave me something like a 10-7-14 boost pattern. I used the home depot boost controller and pre-control to get that to something like 11-8-11.

Altitude does affect the boost control system, but you should be able to do better than .6 bar

Well, I will have to go drive and check the boost pattern. But my mods are: intake, Greddy smic, dp, bonez hf cat, cat-back, Power FC.

Ok, so here is my boost pattern. Well, my mechanical boost guage reads something like 10-6-14... But the Power FC reads: .45 - .28 - .65, which is something like 6.5 - 4 - 9.4 in psi. I was able to get a peak of .76 on one pull, but I changed the wastegate % in the settings on the PFC to 82%, which is much higher than the usual 74% I have it at back in Cali.
