Acceleration bog down

The car has developed an acceleration retard. In 2nd, 3rd and 4th the boost cuts out and even with the peddle floored hangs at that speed for apx 7-10 seconds then the turbos kick back in again. I had it looked at at a Mazda place in Grand Rapids Michigan,during my recent trip. They changed plugs and checked filters but did not find it. Any suggestions?

Sounds like a solenoid went tits-up, maybe the charge control.
7-10 seconds is a LONG time to build up vacuum. Any other suggestions?
