Panel repair advice

So I was changing the old back box out and as I was doing so found the carnage below.
Basically it's the section where panel meets rear bumper and basically I think I've lost most of the area including maybe the bumper fixing point.
So I was wondering if anyone has had to repair this area and how they went about it as its gonna have to be a diy as its currently not road legal.

buy new from Mazda, and count yourself lucky that you can. alternately, you might be able to find something from a wrecked/half cut that would give you that section

Use this to stop the damage now even if you plan to weld on a new quarter. Eastwood Internal Frame Coating 14oz Aerosol

I think we need to know more about the car to decided how to repair it. If its old and high mileage I'd probably patch the bottom (below the rock guard), and use glass on the rest. Lets see better photos...

To be done right, it's not a job for a novice. And in my considerable experience, there's more on the car than what is in the photo. Probably much more. Not what you want to hear, but IMO if the drivetrain is sound, find a car with a solid body that needs it... and save your money and time.
