I've been thinking of buying an rx7 tt, but I've heard that the 13b-REW has some reliability problems due to excessive heat. I've read that the first things you should do to an rx7 would be to make it more reliable, like getting a better intercooler, switching to silicon hoses, and even switching to a single turbo setup to get rid of the complex and failure prone twin turbos (from what I've read). Can anyone tell me whether this is true and if so, what should you do?

To answer your question, yes there are reliability mods and yes, some are meant to reduce heat.

Some of them include: eliminate the precat and get a downpipe. Replace the AST (air seperator tank) from the stock plastic POS to a aluminum/steel one (or eliminiate all together).

The hoses are nice to have silicone, but at least ty-wrap them to keep them from popping off under high boost.

Yeah, the stock intercooler is a POS, but do the other things first.

Single Turbo is not considered a reliabiilty mod - well, actually, i guess you could say a single turbo could reliably smoke anything on the street! ha!

DEFINITELY wait on the intercooler because it will raise your boost levels considerably and even more so if you have other performance mods. You don't want to go through blowing a seal because of too much boost that can be handled through other devices.

If you do buy an used FD... Even before you perform any reliability mods. Do some general maintenance the minute that you get it. Unless the prior owner really documented what they did this is stuff you'll have to do within 12k anyways. All the below should take someone with some mechanical skills a day or so to complete.

1. Change the oil and oil filter.
2. Flush/replace coolant.
3. Change the spark plugs (and if the car has more than 50k the wires too).
4. Bleed the brakes.
5. Change/wash the air filter.
6. Change the trans/diff oil with good synthetic quality oil (Redline).
7. Change the fuel filter (you may want to have someone else do this).

When done, you'll have an FD that should run better, shift better, run cooler, and stop better. Then worry about modding the car.
