Looks like one of those ebay fuel savings scams. What's inside the box? Is it just a resistor?

The only GREEN/RED wire on a series four ECU is the input wire from the TPS.

BLACK/WHITE is just the power wire that powers the ECU and in this case also your 'device'.

Black is gnd for your device.

No idea what it does in life. I assume modifying the TPS input signal to the ECU for unknown reasons.

I should note there are I think two wires from this device not wired to anything(will check tomorrow)

possibly runs a shift light? previous owner had removed some stuff before I picked up the car. I never saw it all in one piece

Coulda been some type antiflood device for a series four car.

Series five and RTEK2.0 accomplish antifllood by the ECU seeing a TPS at full throttle which in turn causes the series five ECU to cut the pulse to the fuel injectors.

So your guy might have had this device see a TPS at full range (foot to the floor) and this in turn either cut the power to the fuel pump or some relay that was tied to the primary injectors. Something like that. There's easier ways to cut fuel to the injectors to prevent flooding or clear a flood.
