1988 RX7 FC 13b

Just recently bought this car knowing its going to be a fixer upper, the issue im having right now is, the engine seems to be getting too hot. I just recently did a coolant flush and replaced the lower radiator cap, but the car still gets too hot. Both the upper and lower hoses get hot telling me it isn't the thermostat. Tomorrow i will be doing another coolant flush but this time draining and filling from the top cap instead of the cap on the radiator. So my question is if properly flushing tomorrow doesn't fix the issue of over heating then what would my next steps be?

You might have a blown coolant seal or just a plugged radiator
