What to do next?

I am still having problems with my idle. I have an '87 N/A. When the car starts up cold it idles at 2500 rpms, to warm up the cats, then after the car is warmed up the idle drops down to 1500, and is jumpy from 1500 to 1600. Here's what I have done:

Replace spark plugs
Tested BAC (resistence and voltage good)
Tested and adjusted TPS (good)
Checked for error codes on ECU (None)
Adjusted linkages on the throttle body to factory specs

One weird thing that happened when I tried to do the resistor check (10K, 1/4 watt) on the plug that goes to the BAC valve from the ECU. From what I hear it should be around 5-7v, but mine is sitting a around 11 or 12. Do I have a bad relay in my ECU? Another weird thing that happens when I adjust my idle is that turning the screw on top of the dynamic chamber only adjusts the speed at which my idle jumps up and down, not actually moving my idle up and down. Any ideas about my ECU or my idle adjustment? Any ideas of what I should try next? Sorry about the length, but I'm really trying to get my baby running smooth. Any help is appreciated. Thanks.

have you checked anything that has to do with your fuel pressure/timing?

The timing check is on the to do list most definately. I just haven't gotten to it yet, limited tools down at school. How do I check the fuel pressure? How would fuel pressure make my idle too high and jumpy? Thanks for the help. Anyone else?
