Trouble starting and idling.
 
I've got 2 TII's, one which I'm rebuilding, one which I'm trying to get started. The one I'm trying to start is said to have a good running engine, but It's been around 8 or so years since it's ran. The only way I can get it to start is by doing the "oil in the spark plug hole" deflooding procedure. Then it wont restart after I shut it off.

It'll start up fairly quickly when I do that. It won't idle and it rev's very slowly. I've ran it for around 10 minutes and it still smokes from the oil and still wont idle. It might be running on one rotor, but it's hard for me to tell because it has some pretty decent exhaust leaks and it sounds like a lawnmower anyway, lol. When I pull the plugs after it's been ran, all of them are still covered in a little bit of oil.

And I've done a compression test and gotten 3 good bounces to ~90 psi on my tester on both rotors.

So anybody have any input on where I should start troubleshooting?

Did you say the engine hasn't run in 8 years? Did you drain the fuel tank and the fuel lines and replace the fuel filter before attempting to start? Gasoline sitting in a system for 8 years is almost certainly very bad and gooey.

If you did all that, check for the basics--spark at the plugs and fuel spray from the injectors. Since you say the compression is good, the car should start. My wildass guess is that the compression is the problem, possibly caused by stuck apex seals. If you can get access to a rotary-engine compression tester, do another test.
