Sputtering problem....HELP!!!!!

I have a 1989 RX7 N/A and every 20 miles or so it will sputter and i have to push in the clutch turn it of and turn it back on to keep going then it will go and do the same thing 20 miles later. Is that the ECU or is it something else? Help.
